Attorney General Doug Moylan has subpoenaed documents from the Guam Waterworks Authority and Guam Power Authority for a grand jury hearing held today into typhoon recovery efforts.

KUAM News asked Moylan about the hearing in a previous interview, but he declined to discuss the specifics of the probe.

We also spoke with Consolidated Commission on Utilities member Simon Sanchez. He confirms that attorneys representing the utilities did provide certain documents, but he's not privy to what the AG's office is specifically looking into.

"But legal counsel we're complying with the subpoena, its a number of documents that are requested, some dating back to May 13, 10 days before the typhoon hit," he said. "It's a mix of documents, standard operating procedures, I guess all communications. It's a very broad subpoena and we're complying."

Sanchez agrees with the need to review how the utility companies fared during the recovery. But the better time to do that is after full-service restoration.

"Well, the utilities and the commission have been practicing post-typhoon reviews since we came into office 20 years ago," he said. "We did it for Pongsona, we will continue to do it for Marwar, but until the recovery is complete will allow John Benavente and Miguel to remain completely focused on getting all of our customers back in service."

Sanchez said he understands the complaints of many who are still without full service more than three weeks after Typhoon Marwar hit.

But he believes the restoration is still coming along much faster than the last major typhoon 20 years ago.
