Major power outages are expected because of the heavy winds.

The Guam Power Authority has been preparing for the past few days, and crews will be on standby to keep the lights on for as long as it's safe.

GPA General Manager John Benavente says there's no need to call dispatch about outages, as their smart-grid system will provide alerts on where it's out.

"If our crews are still on we'll patrol it and get it back up," he said. "If not we'll have to wait till the following day no. but we're gonna be doing that all night until at some point the system starts to collapse one at a time and this time we're also trying to make sure that the whole system doesn't collapse because if we can keep some power running throughout the storm, recovery is a lot faster."

plans to deploy a dozen restoration crews to be spread throughout the island, working 12-hour shifts.

Benavente says they will be much better equipped than the last major typhoon 20 years ago.

"Pongsona we had four or five bucket trucks, four to six. today we have 25," he said. "In Ponsona we had zero inventory, and when I say zero I wouldn't even say 500,000. Today we have $15 million of inventory. And again we have a lot of people, the resources are there, we have a smart grid now."

And for those who remember how the wooden poles would break off and result in downed power lines, Benavente said more than 90 percent of the poles are concrete.
