Leon Guerrero administration announces cabinet moves

Joe Carbullido is back as acting director of corrections following the passing of director Bob Camacho. Carbullido is a major with the Guam Police Department and previously served as DOC director from 2019 to 2022. Andrew Atoigue will join him as the new deputy. Atoigue brings 24 years of law enforcement experience with GPD, the airport police K9 unit, and as department chair of the criminal justice and social science department at UOG.
Adrian Cruz takes over for Lasia Casil as the administrator of the Hagatna Restoration and Redevelopment Authority. Casil says she stepped down to focus on her business. Cruz is a former senior policy advisor to the governor and deputy director of the Department of Agriculture.
And Joseph Cabana is the new Recovery Office director, replacing the retired David Cruz. Cabana's background is in airport management and finance administration.
