The CNMI House of Representatives unanimously voted to pass a bill that allows the five voting members of the Board of Education to establish a quorum with a simple majority of three instead of the current four-person requirement.

The board has not been able to organize since January due to scheduling conflicts and apparent infighting among its members about the management by the commissioner of education Dr. Alfred Ada.

Two board members, Rota's Herman Atalig and Saipan's Andrew Orsini, walked out of one of their recent meetings after other members denied their request to meet in an executive session. 

Rep. Manny Castro said, "There is nothing political about this bill," adding, "It [PSS] is a big ship with a small rudder. This bill is going to allow us to give that rudder flexibility to steer wherever it needs to be." 

One intent of the original rule requiring four members was to ensure Rota and Tinian will be represented by their lone representatives. Community members have expressed concern over the delayed meetings as some ongoing school matters require board action.

The board is set to meet on March 23.
