Police Chief Stephen Ignacio says he reviewed the 50-plus page search warrant unsealed in the District Court of Guam last month.

The case is linked to retired Guam Police Department officer John "Boom" Mantanona who is currently awaiting his day in federal court. Mantanona's case involves an FBI financial and drug trafficking investigation.

The documents also named retired GPD captain, Kenneth Mantanona who led the Mandana Drug Task Force and current police captain, Kim Santos.

Documents stated Santos was messaging Mantanona at the time federal officials were investigating him, but Ignacio understands it was taken out of context.

"So in the context of the captain, she told Boom it’s ready to go pick it up. I think what happened is the agent from the FBI took the request for a police clearance and put it into context that sensitive law enforcement information was being released," he said.

Ignacio confirmed today an internal affairs investigation has been launched to determine if officers did anything wrong while on duty. He even temporarily assigned an additional officer to assist Internal Affairs with it.

Ignacio says he also spoke with FBA agents about the case.

Ignacio: There are no criminal matters they are investigating regarding any of the current police officers named in this document," he said.

KUAM News: Why the need for this internal affairs investigation then? Ignacio: Because there was this, ‘hey, there is a bunch of corrupt officer,’ so my job is well if they weren’t doing anything wrong criminally but did they do anything wrong administratively?

KUAM News: Do you believe there is any police corruption in your department and under your watch?

Ignacio: That’s a very broad-stroke statement for you to ask me if there is any police corruption, that is just saying, do you believe officers are corrupt. No I don’t. I believe there is a lot of hard-working police officers that come in and do their job with pride."

Now the investigation will include countless interviews on a case that goes back more than half a decade.

For now, the chief encourages the public to report any problems they encounter with his officers.

"We will take any tip regarding corrupt officers or allegations of corrupt officers and will look into it," Ignacio said.
