The road to resolve for the Guam Visitors Bureau and its board members is long-winding.

Internal conflicts with the agency and its board members are prompting the Guam Legislature to step in.

But what seemed like a step closer to sorting issues out— in the form of an oversight hearing, came to a screeching halt.

Senator and chair of the tourism committee, Amanda Shelton, canceled the hearing just minutes before it was set to begin.

Shelton stated in a press release, “while four individuals were identified to participate in today’s scheduled meeting, that hardly reflects the number of people who are key for a successful dialogue with the industry. The committee will announce an oversight hearing soon when others are also available to participate.”

GVB officials were in attendance, mics cut, cameras no longer rolling, and senators stunned.

The controversy dragged on days after Sen. Telo Taitague said this: “If Senator Shelton wants to play a game with us—you know, then let’s expose her for what she really is, protecting her uncle at GVB-–or, I'll say that part."

We asked GVB Vice President Gerry Perez if he agreed with Taitague on Shelton's apparent conflicts.

“I’d rather not speak to that issue because that’s her opinion, and I’d rather not weigh in on that opinion," he said.

Still, Perez added that proposed bylaws are working to address conflict issues.

“The documentation that is being put together for our next membership meeting and other materials related to directorships will have conflict of interest issues addressed," he said.

KUAM News reached out to Shelton to get her side, but we are still waiting for a response, though her colleague, Sen. Will Parkinson, is coming to her defense.

“Amanda Shelton did nothing wrong," he said. "She was exercising her powers as oversight chair as she saw fit, and I just want to say they talk about the conflicts of interest that may or may not be there with Senator Shelton."

The senator slammed the criticism toward Shelton.

“She was elected as GVB chair by an overwhelming unanimous vote by the republican party, so I find it just really distasteful on their part for them to put this conflict of interest on her and then bash her for a conflict of interest that they themselves put on her," he said.

Whether or not another oversight hearing over the matter will happen is up in the air—the Perez said it’s ultimately Shelton’s call. Though he adds that the disputes over the canceled hearing and board member conflict are overshadowing the progress GVB is making in recovery.
