A master plan for Guam's capital city has finally been approved.

It comes more than 25 years after the Hagatna Restoration and Redevelopment Authority was created.

Adelup says the plan was submitted to the legislature last Oct. 21. A public hearing was held in November and it actually lapsed into law in December without any further legislative action.

"So the plan itself it's more policy and structure and how we deal with the public, how we deal with the interoffice agencies, all the stakeholders," Executive Director Lasia Casil said. "It deals with the personality of what we're trying to create here in Hagatna. It's completely separate from the implementation plan."

She says it covers the design guidelines such as colors, shapes and materials to be used. But it does not determine the details of specific projects.

"You know the projects there are conceptual, there are a half a billion dollars worth of projects, there's no way we could've passed that through the legislature," Casil said. "We have to look for funding, we have to look for resources, so it's completely separate."

Funding for specific projects will be one of the main tasks of the agency going forward.
