A legislative oversight hearing was also held on the roadway system.

Leading off the discussion was the water main break that created huge traffic disruptions on Marine Corps Drive last month.

Department of Public Works Director Vince Arriola said it was the first major incident in six or seven years.

But these types of incidents are unavoidable.

"The fact of the matter is every single road that we have here in Guam has some sort of utility underneath. That's a fact," Arriola said. "Every single day I can verify and my colleagues over at Guam Waterworks, there's gonna be water leaks, in all if not all our streets and roads. It's inevitable.

We had so many people drive by both on the southbound lane and going north. Everybody rolled down their windows, had to take pictures, police officers were literally screaming at them, get off your phone and move, literally."

Arriola said it's human nature, but the people who slow down to look are also part of the problem.

That's why he's urging everyone who can stay away from Marine Corps Drive this weekend, to do so.

That's when super heavy equipment for the Ukudu power plant will be trucked from the port to Dededo at an average speed of 1 mile an hour.

"This is gonna be our worry," Arriola said. "Not so much the weight and the slowness, it's gonna be the gawkers. Those who wanna see and get right up close and stuff like that. our worry really is stay off Marine Drive during those hours."

The power plant equipment transport begins Saturday at 2 p.m. It's expected to take about 12 hours.
