It’s the answer many have asked since groups of Chinese nationals began sneaking onto Guam’s shores.

What is driving them to come here illegally from the CNMI?

Six of them were recently spotted – working - during site inspections by Guam Department of Labor’s alien labor processing division.

"It was over the course of our regular inspections from August to November," Administrator Greg Massey said.

Many of illegal workers use the app, Wechat, to find a job.

"Majority came to work. They all came voluntary," Massey said. "We did rule out human trafficking. So we didn’t find any trafficking victims. These guys their motivations are all to come over to find work."

They're motivated to find a better life even if that means breaking the law.

Massey said their investigation found that the hiring was done mostly through one-on-one interaction.

"We did recommend the suspension of contractor’s licenses in a couple of the cases," he said.

Four companies were forced to pay a licensed sanction fee.

"Of course, they weren’t happy with it," Massey said.

The first was at a Barrigada project site with Latte Builders. The illegal worker showed authorities an international license, raising suspicion. And after running his name through us immigration – officials confirmed it was one of the men who came in by boat from Saipan.

Latte Builders paid $1,000.

The second was Doyx Home Inc., which also paid a $1,000 after a foreign national was found a project site in Talo’fo’fo'.

The third is Yz Construction Ccorp. Where the worker was hired through Wechat. The employee had been injured at the Yigo job site when authorities found out he wasn’t supposed to be working there.

Yz construction paid $1,000.

The fourth company is Dragon Rock Construction where three illegal workers were found during an inspection at a separate Yigo site.

"There’s a pool of workers out there that do short-term work and they are really not used to us checking them," Massey said.

But that’s no longer the case.

"Eventually we are going to find the workers, and that’s just not the way to do business," Massey said.

It's a warning that hiring anyone not authorized to work in the U.S. could lead to your contractor's license being revoked.
