Trial is underway for a retired Guam Police Department officer accused of multiple criminal incidents reported while he was still on the force.
Fifty-six-year-old Jojo Garcia appeared before Superior Court Judge Maria Cenzon today.
Garcia stands accused of threatening four victims including three GPD officers.
The alleged incidents occurred between November of last year and this January.
Last December, the police lieutenant, who his attorney said retired as a police captain, was caught on cell phone video arguing with a group in a Dededo neighborhood while holding a rifle.
Prosecutor Dannis Le and defense attorney Pete Santos presented opening statements to the jury.
"Even though there's one defendant here, what you decide will tell the rest of the community where that line is and what is OK and what is not OK, what is excusable and what is not excusable," he said.
"Some people dislike retired Capt. Garcia," Santos said. "I believe that after all is said and done you are going to find that nothing that occurred ever rose to the level of criminality."
Garcia is charged with three counts each of terrorizing and reckless conduct, and reckless conduct and official misconduct.
Trial continues with the government witnesses friday afternoon.
