PLATFORM: I have spent my entire government service fighting corruption and weeding corruption out from the root while those placed in authority looked the other way.  Government corruption is a corrosive force that hits our indigent and vulnerable populations the hardest.  Corruption stops schools from being built, stops roads from being paved, and stops communities from feeling safe in their own homes.  Corruption also stops the government's responsibility to support the healthcare needs of our people, and just like we see today, corruption empties our public coffers.  Its effects are very real.  I authored Public Law 36-34 which required broadcasting of public meetings and publishing meeting agendas for the public.  Through legislation, I have supported the mission of the Office of Public Accountability to ensure public trust and assure good governance, through their auditing process.  I will continue my fight to put an end to corruption by asking the tough questions and holding public officials accountable for their actions.

I renew my commitment to the people of Guam, to:

1.)          Put an end to government corruption to foster economic, political, and social progress for our island at all levels of development.

2.)          Preserve Guam’s natural resources to reduce Guam’s environmental footprint and protect our beautiful island.

3.)          Build a prosperous, stable economy that we can base our hopes on for the future.

4.)          Rein in government spending to promote lasting sustainability for future generations.

5.)          Lower business-privilege taxes to reduce costs-of-goods to households and increase investments.

6.)          Reduce government red tape to ease the burden of doing business with the government, making government services more accessible.
