It has been nearly a year since a woman reported to police she was sexually abused by a doctor.

And currently, it's at standstill -- and the doctor accused is still seeing patients.

KUAM News spoke with the alleged victim and is not naming her.

"I never thought that I would have to worry about a doctor, a physician," she said. "You don’t think that you're going to have to deal with this when it comes to a doctor and this completely ruined me. "I go to this doctor for help and I couldn’t believe it. I was scared. I was wondering how is this real like you’re a doctor this can’t be real."

The man accused -- Dr. Ugochukwu Akoma. He runs the Hepzibah Family Medicine Clinic in Tamuning

"He pulled me up, pulled my mask and shoved his tongue down my throat and started kissing me," the victim said.

She alleges the abuse didn’t stop there.

"He pushed me to the cabinet and pulled down my mask and started kissing me again and then he started rubbing on me down there and again the whole time I’m in shock telling him stop," she said. "Please come on stop."

She then tried to escape.

"He kind of backed me to this corner where there’s this desk and chair," she said. "He sat me on the chair and he continued to rub on me and he unzipped my pants and put his fingers. He was rubbing me with his fingers. I kept telling him stop, Doc please stop. I have to go check on my father. And then he started adamantly saying “your father is not breastfeeding. You don't need to go check him.”

She eventually gets out - unaware she left her dad's paperwork behind.

She then risked going back.

"When I lean over to check for my dad's papers he starts rubbing on my butt and starts grinding his penis against me and he keeps touching me and I keep telling him to stop," the victim said. "He wouldn’t stop."

The patients at the clinic were oblivious to what was happening.

"He took my hand and sat me on the stool and he told me just suck it," the victim said. "He pulled his zipper down and took out his penis and told me to suck it. I told him no. No way no way Doc no way. And there were still people in the clinic like you could hear them talking."

The Guam Police Department confirmed the investigation is closed and sent to the attorney generals.

"And I’ve tried to contact the AG several times and I haven’t gotten a response at all and it’s going to be a year soon since this happened," the victim said.

The victim said she feels let down by their lack of response.

"It upsets me. It’s really upsetting," she said. "I know I’m not the only one and how is this not reason to take action. What is needed in order for someone to do the right thing and do their job I don’t understand it."

Ag's spokesperson Carlina Charfauros tells KUAM the matter is under review.

Dr. Akoma could not be reached for comment. The Guam Board of Medical Examiners chairperson Dr. Nathaniel Berg also could not comment.

Akoma has a history of similar complaints against him.

Separately, the Iowa Board of Medicine warned Dr. Akoma and ordered him to pay $5,000 civil penalty after he was accused in a pattern of sexual misconduct and sexual harassment between 2007 and 2015 for making unwanted sexual advances toward female co-workers.

On Guam, several women say Akoma sexually assaulted them.

In March, the GBME placed restrictions on his license requiring him to have a chaperone when seeing female patients.

The victim told KUAM she hopes other women affected will remain strong and join her in her fight for justice.

Speaker Therese Terlaje recently introduced Bill 317 requiring the board to create a website containing profile pages for all current and former licensed physicians.

It would specify if they are in good standing and if there are any current accusations filed by the AG'S office among other requirements. The measure is held up in committee.
