He's accused of having an illegal power hookup as well as tying a woman up, both witnessed by police.

In the latest incident, 40-year-old Alex Caldito Valdrez was charged with Theft of Utilities. 

On Aug. 23, police responded to a call from the Guam Power Authority where Valdrez was allegedly being uncooperative about an investigation into meter tampering. Valdrez was the meter account holder, however, power had been disconnected since 2019. Police noted there were lights and a refrigerator outside running. 

Valdrez had refused to allow GPA and police to view the power meter which was inside a make-shift barricade. Once they gained access, they discovered the illegal connection. Valdrez later admitted that he had a pre-paid account that was terminated because he couldn't pay the power bill. In that case he was charged with Theft of Utilities. 

Valdrez also is accused in a May 2021 incident where his tenants reported hearing a woman screaming for days. When police spoke with Valdrez, he said to tie the woman up to prevent her from breaking things because she doesn't have medication and that she was "mental." Police could hear a woman asking for water and could see her through a hole in the door. Police discovered the soiled woman padlocked by the waist to the wall. They also observed swelling and bruising from the belt that restrained the woman. 

Valdrez told police he tied the woman up so he could take care of the children. And although it was reported that the screaming went on for days, Valdrez said he only tied the woman up for about 9 hours. 

He was charged with Felonious Restraint and Familly Violence.
