Apugan Villa Condos on Francisco Javier Avenue in Agana Heights has always been a safe and close-knit community where everybody knows each other. Over the last couple of months they’ve witnessed the same intruder jumping over their walls and onto their patios

According to one resident, Vangie Cabacar the perpetrator

"Everyone’s turning on their lights at night," she said. "It seems like we’re having to adjust our lifestyle because of this perpetrator so we’re spending more money keeping the lights on at night. Everyone's buying security devices or some kind of contraption to make sure our back doors are secured and cameras and what not."

Mayor of Agana Heights, Paul Mcdonald said the individual depicted in the surveillance footage doesn’t appear to be an Agana Heights resident.

The footage shows the man inside of a tenant's patio and then fleeing after being confronted by a worker. During one of his unwelcomed drop-ins,  he shattered a back door among other things.

"This morning he went up to one of the residents the front of the unit and ripped off the camera,"  Cabacar said. "She confronted him in the camera and he smiled and ripped it off."

Due to the frequent visits, some tenants have stopped sitting outside.

"It seems like we’re having to adjust our lifestyle around this perpetrator," Cabacar said. "One person who shows up in our camera’s frequently and something needs to be done."

She has a message for the unwanted visitor and anyone else attempting to create havoc in their complex.

"Perpetrators should know, if they come to Apugan Villa neighborhood, they’re the ones who are being watched so we have enough footage and cameras, pictures and videos and so we’re watching," Cabacar said.
