Inmate killed at DOC identified as Cesar Dizon, arrest made

The Guam Police Department's criminal investigation division is currently investigating the death of a 69-year-old male inmate who was identified as Cesar Dizon who was convicted of Murder in the First Degree and was serving a life sentence with parole
At around 6:53 p.m., a DOC officer requested assistance after the injured Dizon was found unconscious in the Post 24 unit within the Mangilao facility. CPR was conducted by Guam Fire Department medics en route to the Naval Hospital, where Dizon was pronounced dead at 8:06 p.m.
Late this morning, GPD issued a release confirming they made an arrest in the death of Dizon. MB Koto was arrested for the following offenses, Assault, Aggravated Assault, Aggravated Murder, Use of a Deadly weapon in the commission of a Felony, and Promoting Prison Contraband.
According to KUAM News files, Dizon's sentence was handed for the 1995 shooting of Attorney Jan Rubenstein. And MB Koto was sentenced in 2019 to serve five years in prison for assault charges.
