Officer Justin A.L Quenga has been placed on administrative leave by the Guam Police Department following yesterday's indictment issued by the Office of the Attorney General for the death of 27-year-old Iopy Rudolph. He's facing charges of Manslaughter and Negligent Homicide.

As KUAM News reported, it was on March 9 when police responded to a report of Rudolph using a slingshot to shoot at passersby. He allegedly failed to comply with police and was shot outside the Ysengsong Shell service station.

A separate internal affairs investigation has been initiated by GPD.
