Man in 2019 kidnap, assault of girl denied electronic monitoring

The man accused of kidnapping a girl off a Dededo street and sexually assaulting her won't be going home anytime soon. In Superior Court, 41-year-old Jesse James appeared before Magistrate Judge Johnathan Quan requesting for electronic monitoring. After considering the charges and other factors, the court denied the request.
James is accused of sexually assaulting a 13-year-old girl who was on her way home from Papa Store in Dededo in November of 2019. He was only arrested two and a half years later after an anonymous tip and DNA evidence linked him to the crime.
The charges against him include Attempted First Degree Criminal Sexual conduct, First and Second Degree Criminal Sexual Conduct, Strangulation, Terrorizing, and Kidnapping.
