Gov Lou Leon Guerrero has signed five new laws. Three of them were sponsored by Sen. Mary Torres, dealing with the rights of sexual assault victims. One requires Telcos to release a victim from a “family plan” and provide an immediate, alternative means of wireless communication free of threat from an abuser or stalker. Another makes clear that voluntary alcohol impairment does not constitute consent to sexually abuse or assault a victim. Finally, the third codifies the Survivors Bill of Rights, and requires that among other things, the list be posted in public places such as hospitals, and schools.

The governor also signed Sen. Sabina Perez’s bill to strengthen procurement rules for small purchases, and Sen. Joe San Agustin’s measure authorizing an exemption for a long-term land lease in Piti for a new GPA backup generator.
