Police arrest man harassing cars in Mangilao

The man seen in a recent viral video harassing cars at a Mangilao intersection was arrested by Guam Police Department officers after family members restrained the man.

Through the course of their investigation, 19-year-old Joel Haleyalit, who was being restrained, fit the description of the man harassing the cars on Route 10 at the junction of Corten Torres St. The officers arrested Haleyalit for Disorderly Conduct, Public Drunkenness, Underage Consumption of Alcohol, Obstructing of Public Ways, and Resisting Arrest. He was Booked and Released and the case was forwarded to the Attorney General's Office for their information and disposition.
