The legal sale and manufacture of marijuana is another step closer.


The Office of the Attorney General announced today it has approved the Guam Cannabis Control Board's Rules and Regulations, "as to legality and form."

In a news release, the AG said several revisions were made to ensure that the rules were constitutional and complied with the Administrative Adjudication Law. The OAG says it expects that the Board will now submit them to the legislature for review for up to 90 days.

Medicinal marijuana use was approved by Guam voters in a 2014 referendum. It has been legal for recreational use since 2019. However, the licensing and sale of marijuana have been stalled awaiting the rules and regs. In the past two years, the CNMI has licensed at least two companies.
