He was supposed to be watching prisoners but instead, he was watching TikTok and Instagram - and now he's one of two DOC officers terminated for their role in the escape of Anthony Camacho

Department of Corrections officers Jeremy Flores and Makino James have been fired for their role in the Nov. 1, 2021 escape of inmate Anthony Camacho.

Flores relieved James on that night, and in documents filed with the Civil Service Commission, DOC alleges the two failed to perform a required "joint headcount" and that Flores falsified his logbooks to cover up his actions - or inactions relative to Camacho's escape.

According to the documents, Flores told prison investigators he was watching Tiktok and Instagram "for approximately thirty minutes" instead of watching prisoners. He admitted to investigators he sat in his truck failing to keep an eye on prisoners, instead of keeping his eyes on social media. The prison accused Flores of falsifying logs to cover up that he was watching three prisoners - including Camacho - even though at the time he allegedly falsified the logs, Camacho was already long gone from the Mangilao compound.

DOC said Flores was "inattentive to duty" and "made false, misleading and inaccurate statements to internal affairs later confirming he did not have face to face contact with Anthony Camacho at any time."

Camacho escaped from DOC and was at large for 17 hours before being apprehended by law enforcement, but not before Camacho and his brother robbed a store and assaulted a man in Harmon, stealing his car.

DOC also argued that had Flores performed a visual head when he started his shift, he would have found out Camacho was missing. Camacho was also on a suicide watch, and according to DOC protocols, Flores was supposed to be checking on him every 15 minutes. Camacho actually escaped during James' shift, but Flores' logs said Flores saw him twice - even though he had already escaped. The documents show Flores found out about Camacho's escape from a prisoner, and called James to confirm they did a proper headcount, which they did not.

DOC called Flores' actions "criminal, irresponsible, unethical, insubordinate, dishonest, notoriously disgraceful and unprofessional" the prison also alleged in documents that both officers were trained on proper shift change headcount procedures.

Both officers were terminated in late January and both are appealing their terminations with the CSC, saying getting fired was "overly harsh, unfair and procedurally defective." Both Flores and James are being represented by the Guam Federation of Teachers.

Also at DOC, another corrections officer was fired - for testing positive for drugs. Corrections officer Manny Acfalle is appealing his termination. According to CSC documents, Acfalle tested positive for methamphetamines in November of last year. He argued it was because he was on medication, but DOC countered the type of meds he was on would not cause a positive test result for meth.
