Prior to session, a hearing will be held for the Protecting Our Border Act. Bill 214 was introduced by Senator James Moylan. The legislation would appropriate $15 million from the General Fund to help bolster Guam Customs efforts to effectively inspect cargo coming in through the Port Authority.

"We have a problem - Guam Customs has a big problem - trying ot take care of this drug epidemic on this island," Moylan said succintly. "We recently just passed Bill 58, which became law, to extend this property in Piti given by the Port Authority to Customs so they can build their sterilization container warehouse. That would address the problems of invasive species, cargo coming in , and most important to house a scanning machines where all these trailers call can go through and scan for these drug issues.

"We know it's coming in, we're just not seeing it all because we just don't have the equipment or facility to do this. So we've got a bad problem with that."

The $15 million would come from the $62 million in excess revenue indicated in BBMR's recent CRER report. The public hearing on Bill 214 is scheduled for nine o'clock in the morning on Monday.
