It's all done except for the voting - senators have completed their deliberations on the Fiscal Year 2022 budget bill. Here's a recap.

Lawmakers worked late into the night on Saturday finishing up a review of the more than 150-page budget bill, and adopting appropriations for each agency. Near the end of the deliberations they also entertained last minute amendments on several high profile issues.

Senator Jim Moylan moved for another delay to the minimum wage increase which goes into effect Wednesday.

"If the businesses could afford it there's nothing to say that they cant give the additional today, the $9.25 or even $10 if they can afford it, if they really want to help their employee. But for those that cannot, then let's not force them. Lets at least give them a breathing chance of another three months as a compromise," he said.

His bid failed.

Speaker Therese Terlaje tried yet again to lock up extra money to pay for tax refunds. This time it was an amendment to raise projected revenues by $20 million. She said the latest consolidated revenue report is tracking a $23 million surplus by the end of this fiscal year.

"Instead of allowing it to go where we don't know where it will be used, this is our last attempt for the legislature to control those funds and to put it into a place where it does not harm anyone. It does not harm any agency, it only helps taxpayers to get their refunds faster," he said.

She finally got it through.

Senator Telo Taitague offered the final proposed amendment. Senators have been trying for months to find out more about how the governor plans to spend her $600 million in American Rescue Plan money.

So Taitague pitched an amendment for the governor to submit legislation by November 1 identifying any revenue adjustments using federal money to cover agency shortfalls. "So basically, Madame Speaker, what this does is gives us information on what spending the governor is doing. We already know that we can't tell her how to spend the money, but I think we can ask where she's spending the money," she proclaimed.

Her proposal fell short. The bill is now undergoing a final review.

Senators will reconvene to vote on Tuesday night at 8:30 -just a few hours ahead of the midnight deadline to pass a budget.
