Island residents who are eligible for the ALL RISE program have been flocking to their village mayors offices to get the required residency verifications. During today's Mayors Council meeting, Dededo's Melissa Savares and Tamuning's Louise Rivera expressed concerns about the long lines.

Savares: I actually made contact with someone at DRT yesterday and there's other forms of verifications of their residence if they have power or water or a Guam Solid Waste bill it shows your service location and if it says Louise Rivera and Jesse Alig lives at. Wherever it shows both their names that can suffice as a verification because it has that residents' name showing the service location so they don't necessarily need to get a mayor's verification. If they have a utility bill show it there's service location, there's power, water and solid waste.

Rivera: Can we have DRT put out a press release because right now the lines are very long.

Savares:Just in Dededo yesterday.

Late Wednesday afternoon the Department of Revenue and Taxation issued additional guidance regarding the verification requirement. They will be accepted for calendar year 2020 to the filing date.

They will also accept 2020 verifications previously issued to another agency or household member as long as the applicant for the ALL RISE program is listed as a member of the same household. And finally if the verification was previously submitted to DRT for another program last year.

The actual application for the program has not yet been published.

ELIGIBILITY REQUIREMENTS:

An individual is eligible for payment under the program if the following requirements are met:
a) A Guam taxpayer who has:

(1) Filed a Guam Form 1040 Individual Income Tax Return for tax year 2020 (alternate –
2019 tax year), or

(2) Received a Form SSA-1099 or Form RRB-1099 for Social Security or Railroad Retirement Benefits for calendar year 2020 and are not required to file a Guam income tax return for tax years 2020 or 2019, or

(3) Not filed a Guam income tax return for tax years 2020 or 2019 since he or she did not
meet the income threshold and is not required to file a tax return for tax years 2020 or 2019

b) A Guam resident in 2020;

c) A Guam taxpayer whose adjusted gross income doesn’t exceed:

(1) $80,000 for married filing joint filers, and

(2) $40,000 for all other filers; single, head of household, qualifying widow or married filing separately filers

d) An individual other than:
(1) A nonresident alien individual;
(2) A deceased individual; or
(3) An estate or trust.

WHAT IS ACCEPTED?
a) Guam Mayor’s Verification for calendar year 2020 to present.
b) DRT will also accept a copy of a Mayor’s Verification for calendar year 2020 to
application date if previously issued to another agency or household member, as
long as the applicant(s) for the “ALL RISE” program is listed as a member of the
same household.

c) A copy of any Mayor’s Verification previously submitted to DRT for another
program for calendar year 2020 through application date.WHAT IS ACCEPTED?
a) Guam Mayor’s Verification for calendar year 2020 to present.
