Guam was spared once again...experiencing only rain. KUAM News went down to Malesso, a village that's no stranger to flash flooding to see how they weathered the heavy downpour.

Employees of the Department of Public Works are essential frontline workers, especially to those living in Malesso where heavy rainfall usually calls for heavy flooding. Water washed down from higher areas carry debris, blocking canals, and resulting in the village's ongoing flooding problem.

Mayor Ernest Chargulaf says that when DPW is there, it takes a burden off of everyone. "This is minor compared to what we've been through before," the mayor explained. "But like I said, DPW has always been my cavalry when they're here it takes a burden off my mind because I know when they're needed, they're here."

One of the most problematic areas is the Barcinas-Baza area. Chargulaf said that just before the storm, he had a meeting with the governor, lieutenant governor, and DPW director Vince Arriola requesting a crew be sent to excavate any river, rocks, and debris in order to allow for the free flow of water through the canal.

"I was able to have my request granted," the mayor said gratefully.

And although the flooding wasn't as anticipated, he says it's better to have them there and not need them than to need them and they're not there. He adds that when it comes to being the mayor, the possibility of flooding is his worst nightmare.

"As far as the rain, I hope it passes and we don't have any flooding issues," he said.

Chargulaf says that when DPW and the mayor's office are there, residents can rest easy and that they're there to provide tranquility of mind and promote their welfare.

It was disaster clearly averted, the mayor says, adding that the key is prevention and that an ounce of prevention is worth a pound of fear.
