Respicio breaks down multiple projects undertaken by Port Authority

Construction, demolition and disposal. Port Authority general manager Rory Respicio provided the details on the boatload of projects on the agency's radar.
Last week, the Port Authority Board approved funding of up to $1 million to construct a sea wall in the Hagatna Marina. The funds will be transferred to the Guam Economic Development Authority who will then take lead as project manager. Back in 2012 a total of $3 million was put to the side in efforts to further develop the Fisherman's Co-Op.
Respicio told KUAM News, "Governor Lou Leon Guerrero reached out to GEDA and asked them to resurrect that whole project and so they did. Then, they saw that it's going to cost $3 million and they have budgeted $2 million and the critical element and component to moving forward with that was the building of a sea wall."
And according to the governor, Respicio says this project will open doors for a thriving aquaculture industry. "We're very supportive of this simply because it'll create some opportunity, business opportunity. With the Fisherman's Co-Op, the governor said that it will increase food sustenance, fishermen will have a place to go and sell their catch as well as the development of the aquaculture industry, which is what the governor talked about," said Respicio.
Respicio says the construction of the sea wall is not only necessary, but it's the first step in a project that has been a long time coming for Guam's Fishing community.
"It's necessary to prevent erosion. And, in order to construct that building the architects have said they'd have to harden the foundation for that construction to be possible. But, this is the dream, a long time dream of Manny Duenas and the governor publicly said that she's always supported Manny Duenas' vision and the vision of the Fisherman's Co-Op," he detailed.
According to Respicio, GEDA expects to break ground on this project as soon as the first quarter of next year, over at the port, it looks like they've got some projects of their own coming up.
"Hopefully we're getting ready to publish the demolition and deconstruction of these cranes, the two of them that have been decommissioned. It's a really big project, we also have the 2 RTGs and another mobile harbor container and possibly the sunken vessel at F6," he said.
"Governor Leon Guerrero did a boat tour with EPA as the lead agency. EPA has been able to identify some Federal Funds to take care of the direct vessels and so, there are about 14 vessels throughout the port property, GPA property."
After the governor's boat tour, she signed Executive Order 2020-42 establishing The Guam Abandoned Derelict Vessels Removal group. The group will be made up of members from the Bureau of Statistics and Plans, Guam Department of Agriculture, and Guam EPA, with Guam EPA tapped as the lead member.
