If you’re caught violating the Governor’s Executive Orders you could be subject to a fine. After two public hearings effective Thanksgiving Day, the Department of Public Health and the Guam Police Department will begin issuing fines and penalties to individuals and businesses violating guidance and directives issued to combat COVID-19. For individuals failing to comply with guidelines related to congregations or social gatherings, social distancing and wearing of masks when congregating with persons not from the same household; or restrictions on the use of public parks or beaches, and on organized or contact sports the following penalties would apply:
• FIRST OFFENSE: $100
• SECOND OFFENSE: $250
• THIRD OFFENSE AND EACH ADDITIONAL VIOLATION THEREAFTER $1,000
For businesses and nonprofit organizations failing to comply with guidance and directives related to the submission of mitigation plans, the submission of mitigation plans, and occupancy limits the following fines would apply:
• 1ST OFFENSE: $1,000
• 2ND OFFENSE: $2,500
• 3RD OFFENSE AND EACH ADDITIONAL VIOLATION THEREAFTER: $10,000
