In a major announcement, the governor has declared Pandemic Condition of Readiness Level 3 (PCOR-3) effective next Monday, which means that all businesses and schools, with a few exceptions, will be allowed to open. She also announced a change to quarantine requirements effective next Friday that will allow for the reopening of the tourism industry.
"After consulting with my Physician's Advisory Group, and the state surgeon cell, I am declaring that Guam will be in Pandemic Condition of Readiness 3 effective midnight, Monday, July 20," she said.
Senior citizens centers and organized public sporting events are not included. But the governor did increase the allowable size of public gatherings from 25 people to 50.
She also announced changes to the quarantine protocol that will allow arrivals from low risk countries such as our main tourism source markets of Japan, Korea and Taiwan to avoid quarantine for stays of less than five nights. They're also not required to be tested before arrival.
Governor's Physicians Advisory Group chairman Dr. Felix Cabrera said, "What it was, was a calculated risk overall in terms of what was the optimal date to test persons who come in even from a low-risk area. And it was that five days. Basically it comes down to if you caught the virus let's say on the day you were traveling and you came in here to Guam, and if you stay here only five days it's very unlikely that you'll manifest symptoms and become infectious.
"And when you leave Guam, that no longer becomes Guam's problem, which is the reality of that."
The governor also added, "So it's very fluid and we are watching this on a regular basis. Dr. Cabrera gives us an update almost every day on these risk cases. So yes people might say it's more just tourism oriented and you know of course tourism is very important to our economic health."
The governor also extended the public health emergency to August 29.
