Police were following up on a report of an abandoned vehicle connected to reckless driving when they came across two people both allegedly possessing drugs. 

 Police arrived at the Shell gas station in Tamuning where they saw Eric Meno with a stick and a pair of jumper cables attempting to jump the Toyota Corolla reported the night before. Police also saw Juanita Quitugua standing by another car near Meno.

Meno then asked police if he could put the jumper cables in his car and when they said yes, he allegedly dropped the cables and ran. When police caught Meno and searched him, they allegedly found a syringe in his pocket along with two bags which he Meno told police contained meth. 

Police then asked to search Quitugua's car where the found a plastic bag containing three yellow pills and a scale from
the floor board. From under the driver's seat, officers discovered a pouch containing money, a glass pipe with residue, and a plastic bag containing a crystallized substance suspected to be
methamphetamine, court documens state. During a search at the Department of Corrections Women's facility, corrections officers recovered a plastic bag containing a crystallized substance suspected to be methamphetamine from her bra. 

Quitugua was charged with Possession of a Schedule II Controlled substance and Possession of a Schedule IV Controlled Substance.

Meno was charged with Possession of a Schedule II Controlled Substance.
