Port Authority of Guam General Manager Rory Respicio has confirmed an internal investigation will be conducted after one of its port police officers was arrested for sexual assault.

The Guam Police Department arrested 49-year-old Frank "Ko" James San Nicolas, who is also a local traditional healer after three victims came forward alleging he had sexually assaulted them.

A victim filed a complaint against San Nicolas on May 18. Two more victims came forward on May 24 and May 29. The victims had sought out San Nicolas for his traditional healing knowledge, according to GPD.

San Nicolas was magistrates by the Superior Court of Guam and was charged with two counts each of Third and Fourth-Degree Criminal Sexual Conduct for one victim.

According to court documents, the 23-year-old victim sought CHamoru spiritual healing help from San Nicolas in January. On Jan. 5, she went to his home in Yigo where he began to massage her and then allegedly raped her. San Nicolas allegedly told the victim, “This is good. The spirits would want this.”

San Nicolas is currently under investigation for sexual assaults that may have occurred with other women seeking his spiritual healing services between 2017 and the present, court documents state.

"These are very serious allegations involving the off-duty conduct of Officer San Nicolas and that’s why I have instructed Port Police Chief Doris Aguero and Human Resources Manager Francine Rocio to immediately conduct an internal investigation to address the administrative portion of this matter," Respicio said. "This will be separate from the criminal investigation which is being conducted by Guam Police. Because this matter is now under investigation I am prohibited from providing further details."
