With more testing available to the public that continues to reveal a minimal amount of spread in the community, the anticipation is building into Thursday's recovery plan reveal by the governor.

The governor, however, was not present at today's COVID-19 briefing but Dr. Felix Cabrera, who sits on her Physicians Advisory Panel hinted at what we could expect in the reopening plan.

That includes the gradual replacement of heavy social restrictions and improving the quantity of both tasting and tracing capabilities. Once that's in place, Cabera said, restrictions can slowly and safely be lifted.

"We're not going to turn on the switch," he said. "We're going to slowly move up the dimmer."

Cabrera reported that the island's infection rate should be below 10 percent which would indicate we have the spread under control. Cumulatively, he said we're way below that level.

"What's really encouraging...on the daily side, it's extremely low, it's below 0.05 percent," he said. "If we stay below that and which we're seeing right now, 3 percent is kind of the magic number, it's one part that the pandemic is even more controlled after the initial surge."

He also said there's also no evidence of excessive deaths on Guam, either COVID-19 related or otherwise, and that currently, there are no cases of COVID-19 at the island's public hospital.

The governor's surgeon cell medical operations and logistics coordinator Sgt. Fernando Esteves also joined Cabrera during the briefing.

He said while there are still plans to open additional medical facilities in the event it's needed.

"They've always been based on trigger points regarding need," Esteves said. "If the need arises, those plans will be executed and those expansions will open. It was never the intent to have things open and sitting around. We did this approach very methodically. At this time, it doesn't seem like those trigger points will be met but those plans are still in place."
