2. Marijuana legalized on Guam

The #2 story in our countdown of the biggest moments in Guam news in 2019 is the signing of the Guam Cannabis Industry Act of 2019 into law.
"I have decided to sign the bill 32 into law," Gov. Lou Leon Guerrero said.
The law was authored by freshman Sen. Clynt Ridgell.
"I know it's a difficult decision to make, and I know there was a lot of discussion in the community about it, but ultimately I think this is the best decision for the island," he said.
Townhall meetings were held as residents debated the pros and cons of legalizing adult-use cannabis.
Tom Manglona was one resident who spoke out.
"I believe there's nothing wrong with the marijuana it's just that people have different reactions to it," he said.
Ben Mesa had his own thoughts.

"When we talk about recreational marijuana and the way that we are doing it right now trying to ramrod it through the people," he said. "What's going on do they have rocks in their heads. I'm serious what is really going on can we trust these people? No."
In making her decision, the governor said she weighed all sides of what's been a deeply divided issue. She took into account all the many arguments and evidence, and the experiences of states that passed cannabis laws.
"The biggest thing that swayed me is how as a government leader of this community, should I decide to make sure that I am comfortable and confident that we are protecting the community," she said. "And we are providing a safer environment. That was the bottom line."
