Gillan returns as Public Health director

The former head of the the Department of Public Health and Social Services will step back into his leadership role.
James Gillan has been tapped to once again serve as Public Health director. Gillan retired back in February of this year, then saying he was ending his six years as director due to a lack of funding and implementation of the medical cannabis program.
His deputy, Leo Casil, took his place, but KUAM confirms Casil retired last week Friday.
According to the Governor's office, Gillan will work with the team of Governor-elect Lou Leon Guerrero and Lt. Governor-elect Josh Tenorio to ensure a "smooth transition.".
Gillan, however, is currently off island, according to public health officials.
Tom Nadeau, Chief Environmental Public Health officer, is serving as acting director until Gillan returns next week.
