Family: son of Richard E. Moylan & …Jane Taitano-Aflague Moylan (Chamorro-Spanish, Chinese-Hawaiian & Scotch-Irish descent); grandson of the late Francis (“Scotty”) L. Moylan & Yuk Lan Ho Moylan and the late Fred Leon Guerrero Aflague & the late Herminia Flores-Taitano Aflague (familian Queto, Cabesa); Children: Brandon Moylan (27 yrs.); Angela Moylan (25 yrs.); Devlin Moylan (12 yrs.)

Education: Father Duenas High School (graduate ’84); University of Notre Dame (Bachelor of Business Admin. & Sociology degrees ’88); Santa Clara University (Juris. Doctorate ’91); Licenses to Practice Law: 28 years as an attorney, licensed to practice law by Guam, California & Washington D.C.; 51 years old Experience: in all 3 Branches of Government: (i) Law Clerk Presiding Judge Alberto C. Lamorena III & then-Judge Benjamin F. Cruz; (ii) Staff Attorney, Superior Court of Guam; (iii) Legislative Counsel to 24th, 25th & 26th Guam Legislatures; (iv) former Member, Guam Election Commission (re-appointed several terms); (v) Partner, Moylan & Van de veld; (vi) First Elected Attorney General of Guam (2003-2006); (vii) Practitioner, Law Offices of Douglas B. Moylan (to present); appeared and litigated criminal and civil jury trials before the Superior Court of Guam; appeared & practiced before the Superior Court of Guam, Supreme Court of Guam, District Court of Guam; and Ninth Circuit Court of Appeals; Successfully appeared as a party before the United States Supreme Court in Guam Bond Borrowing Case Appeal.

As Guam’s first elected AG, my priorities are (i) increase child support collections, (ii) deporting non-US citizens breaking our laws, (iii) prosecuting corrupt officials, (iv) increasing sex crime prosecution victimizing women & children, and (v) promoting military buildup.

For child support I will bring back the “Love Your Kids” program and the Delinquency & Non-Locatables Lists. We will deport law-breaking immigrants either after punishing them, and/or if victims want immediate deportation.

In first 100 days, I will investigate & prosecute: (i) certifying officers illegally withholding wages (i.e. retirement contributions) and (ii) allegations of corruption: land trust, cigarette tax non-payment, Gov. office pay raises, and Tumon GPD officer gun-grabbing incident. I shall also (i) assign prosecutors to collect against tax-evaders; (ii) resolve $6M child support funds in DOA accounts; and (iii) seek reimbursement from Feds. for Landfill receivership.
