Carl T.C. Gutierrez

Carl Gutierrez was born October 15, 1941, less than two months before the Japanese occupation of Guam. He grew up during the war and experienced the hardships of life in post-war Guam. He is one of 11 children of Tomas Taitano Gutierrez and Rita Benavente Toves Cruz, and grew up in Agana Heights.

In 1963, he met and married Geraldine, "Geri", Chance Torres, also from Agana Heights. Together they have three children, Carla, Tommy, and Hannah, and four grandchildren, Lily, Livia, Seth, and Liam.

Gutierrez was a two-term Governor of Guam from 1995-2003, a Senator in the Guam Legislature for nine terms, and Speaker for two terms and chair of the Ways and Means Committee for three terms. As Speaker, Gutierrez was given a proclamation by the GUAM Chamber of Commerce as the most pro-business legislature in the history of GUAM, primarily due to the removal of the GRT for wholesalers. He was also President of the first federally authorized Constitutional Convention in 1977.

He is a self-made businessman and has been a servant of the people of Guam, and indeed of Micronesia, for over 45 years. He is a veteran of the United States Air Force, and a proud Chamorro. As the most tried and tested Governor our island has ever seen, he steered us through times of economic turmoil, natural disasters, and almost every kind of crisis imaginable. Yet, by forging public-private partnerships, networking in Washington, DC, and working toward an established vision, his leadership didn't just keep our island afloat, it kept Guam a very special place.

Together with his wife, Geri, who created "People Helping People", an organization that assisted thousands of Guam's families in need, he strove to bring the spirit of inafa'maolek to the Government of Guam. Carl T.C. Gutierrez is a true maga’lahi, the governor for all the people, and the one who understands that what may seem like a small problem to others is really a huge obstacle to those in need.

His journey as a leader on our island has been one under live fire and he continues to carry us through.


Fred Bordallo

Fred Bordallo is the son of Attorney Fred E. Bordallo, and Annie Underwood Bordallo (Former Director of Guam Memorial Hospital Nurse’s Department & Sagua Minagu Birthing Center). Fred was born on July 28, 1959 and was raised in Agana Heights and Tamuning.

He attended and received an Associate of Science Degree in Criminal Justice from the Guam Community College in 1991, a Bachelors’ Degree of Science in Public Administration from the University of Guam in 1998, and a Master of Public Administration Degree from the University of Guam in 2001, Master of Human Relations Degree in 2004 from the University of Oklahoma. Fred also completed graduate level courses at the Naval Postgraduate School, Center for Homeland Defense and Security in 2013.

Bordallo is a military veteran who completed military service with the United States Marine Corps from 1978-1985, the United States Naval Reserves Unit NR-120 Guam, 1999-2006, and the United States Army Reserves 368th Military Police Company, Guam, from 2007-2013.

He served with the Guam Police Department from 1986 to 2015. During his police career, Fred was promoted to the ranks of Police Officer II, Police Officer III, Police Sergeant I. Police Lieutenant, Police Captain, and appointed as the Chief of Police for the Guam Police Department in 2011. Fred’s education, training and experience has resulted in submission of policy position papers on legislation, executive government level initiatives, and conference training presentations on community orientated policing, drug trafficking, and human trafficking.

Fred conducted and designed training in Basic Incident Command Systems, police leadership, and strategic planning for the Guam Police Department’s workforce.

Fred resides in the southern village of Santa Rita with his wife Dolores San Nicolas Cruz Bordallo, “Lily” who is a teacher with DODEA School. They are the proud parents of four children: Joleen, Joseph, Monique, and Fred.
