It doesn't go into effect until the first of January 2018, but the Government of Guam Retirement Fund is already planning for the implementation of retirement reform legislation passed last year. It was once known as the Hybrid Retirement Plan but is now referred to as the 1.75 Defined Benefits Plan. The GGRF completed the proposed rules and regulations for the new plan and will submit it to the Guam Legislature as part of the 'AAA' process.

Director Paula Blas says the public will have a chance to address the rules at a public hearing sometime in March. Meanwhile, she says the actual election period for the new plan will take place between April and September for members.

The election period is a time for individuals to decide if they want to join the DB 1.75 plan or the Government Retirement Security Plan. She adds GGRF will also hold an education campaign by making presentations at GovGuam agencies at this time.

Approximately 8,000 Government of Guam employees would be eligible for the plan.
