Trapp's appeal dismissed by circuit court

Guam - The Ninth Circuit Court of Appeals has dismissed an appeal filed by local attorney Howard Trapp. Trapp tells KUAM News he filed for the dismissal because his case became moot when voters decided to legalize medicinal marijuana in November.

Although he still believes the issue is inorganic, he won't be pursuing it any longer. Should any residents wish to challenge the legalization of medicinal marijuana he says their case should be against the Department of Public Health, who will serve as the distributors.
