Guam - Freshman senator Mary Torres kicks off her term by introducing three separate bills related to bringing Guam's voter registration laws into the 21st Century. Bill 23 would allow for online voter registration, Bill 24 would allow young voters to pre-register at age 16 and automatically be added to voter rolls when they turn 18, and finally Bill 25 aims to increase voter registration by requiring Rev & Tax to offer voter registration when residents obtain or renew their driver's license or Guam ID card. Senator Torres says voting is the foundation of our democracy, and the legitimacy and strength of our government depends on a fully engaged electorate. Unfortunately, in recent years, she says the percentage of our citizens who are registered to vote and who show up to the polls has declined.
