Special report field in federal court by federal receiver

Guam - Federal receiver Gershman Brickner & Bratton has filed a special report in the District Court. Specifically receiver representative David Manning appears to be accusing the Guam Environmental Protection Agency of dragging its feet on approving a permit for the Harmon Residential Transfer Station. The facility is needed to meet the components of the consent decree which require a household hazardous waste program.  According to Manning GEPA has formally had the permit under review for 109 days.  He added it took only 109 days to get the permit for the Layon Landfill which is a much larger project and more technically difficult permitting process.
