Guam - Along with raises that were approved for elected leaders as well as political appointees came retroactive pay dating back to January 1. While those retroactive payments were quickly paid out, the process continues, according to Governor Eddie Calvo, to ensure law enforcement officers also receive their remaining retro payments.
"It's not a cash flow issue," explained the chief executive. "A lot of this had to do with special pay and that's where the complications are. Some of these areas, and whatever agency it's not only law enforcement but it deals with reconciliation once you start going outside of the those regular hours whether its holiday pay, overtime, double time it's a more complicated process as far as I'm concerned government agencies are moving forward on reconciliation once reconciliation between the agencies and department of administration are completed these payouts will occur."
At the Guam Police Department 75% of the retro as it pertains to the 40% raise for law enforcement officers has been paid. About 300 classified officers are still waiting for the remaining balance. As for the Guam Fire Department, Fire Captain Joey San Nicolas told KUAM they are up to date for the most part with the exception of overtime and specialty pay like night differential.
