Senators began their eighth special session this morning to consider Bill 314, introduced by Lieutenant Governor Joshua Tenorio, aimed at moving forward with the construction of Simon Sanchez High School.

The bill would authorize the Department of Public Works to proceed with the award and performance of the school's construction contract despite pending procurement protests or appeals, while still preserving lawful protest rights and available judicial remedies.

During session, senators resolved into the Committee of the Whole, hearing from officials across the Government of Guam, members of the project's negotiating teams, and representatives of the Sanchez community.

However, debate on the bill was delayed following reports from another local media outlet that released audio recordings of procurement negotiations between DPW and Core Tech.

Recordings from five of the six negotiation meetings were made public, capturing discussions between Core Tech officials and GovGuam representatives over the draft contract to build the new campus.

During this morning's session, Senator Chris Barnett moved for transcripts of the recordings to be printed and distributed to senators and those present, saying lawmakers should have full transparency into the negotiations as they consider the bill.

The special session was then placed into recess to allow senators time to review the transcripts before reconvening later in the afternoon.
