Guam - Roy Arceo Manalisay is arrested and charged for possession and an expired registration.
Court documents state a search of his vehicle recovered a heat modified glass pipe with stained methamphetamine residue.
He reportedly admitted to police that the pipe was his and that the residue was in fact “Ice.”
Manalisay was booked and confined.
