Positive testimony for new QC bill

Guam - Legislation aimed at encouraging the development of 1,600 new hotel rooms through a special qualifying certificate was heard this morning. Bill 416 would provide special incentives for hotel developments including tax rebates, exemptions and abatements. Guam Economic Development Authority deputy administrator Mana Silva Taijeron read testimony on behalf of administrator John Rios, who partially supported the measure.

She said, "Without the QC program, GEDA will no longer be able to require companies to provide employment to local residents, ensure participation in managing training program and support local community programs GEDA supports the intent of this bill but we strongly oppose any abeyance of the QC program industry, specific or otherwise."

Guam Visitors Bureau general manager Karl Pangelinan in the meantime also testified that the new QC program is the tool Guam needs to be competitive in the market.
