Guam - Both Public Health and the Department of Homeland Security made their way to the Guam Legislature to testify in support of Bill 422. The measure introduced by Senator Dennis Rodriguez Jr. would provide the tools necessary to our first responders in dealing with any communicable disease threat in our community.

Homeland security advisor Ambrosio Constantino said, "The $130,000 is actually a very good start if an emergency were to occur or if there are signs of an emergency that may come for example if there's Ebola in other places like Hawaii or Korea or the Philippines, any place where there's a direct flight, that's a sign for us to start looking at what steps do we need to take, and precautions so it's a good start with personal protection equipment."

Along with $130,000 in funding, Bill 422 would provide for isolation and quarantine procedures relative to an emergency detention order for the incubation periods of severe communicable diseases.
