"In the next ten days, bring forward every serious proposal, including my own. Hold the hearings. Engage the public. Test the ideas. Forge the strongest bill - or bills - possible" - those were the words used by Acting Governor Josh Tenorio in a video address to the people of Guam yesterday.

The video being released shortly after the acting governor transmitted a bill to the Guam Legislature titled An Act to Build Simon Sanchez High School Now.

The proposed legislation would allow the Department of Public Works to "proceed immediately with the award, execution, and performance of the contract for the Simon Sanchez High School Project."

The acting governor's bill also states, "Any protest or appeal related to the procurement of the Simon Sanchez High School Project may proceed in accordance with law."

KUAM previously reported construction for the new Home of the Sharks was supposed to break ground last year, but had a mandatory pause due to a procurement protest by General Pacific Services.

KUAM records show the project, now months in limbo had another hiccup when Office of Public Accountability issuing hearing officer Joseph McDonald's rejected DPW's bid. The rejection was based on the finding that the determination was not signed by the Guam Department of Education's superintendent and failed to show an award without delay is necessary to protect the substantial interests of Guam.

KUAM reached out speaker Frank Blas Jr. and Committee on Education Chair, Senator Vince Borja for comment but non was given as of newstime.
