Second arrest made for fatal Tamuning crash

Guam - The Guam Police Department makes a second arrest in a fatal auto crash last month.

Emanuel Chiro was arrested for negligent homicide and reckless conduct.

According to GPD spokesperson officer AJ Balajadia, Chiro was a passenger in the vehicle.

Earlier this week police arrested the vehicle operator, Larry Harao.

Harao allegedly lost control of the 1997 Toyota Tercel and ran off the roadway into the Security Title building in Tamuning.

Four were transported to the hospital. One female was pronounced dead upon arrival.
