Education board meeting gets heated over SAT-10 test

Guam - A recent Guam Education Board meeting got a little heated when it came to discussion on SAT-10 testing.
Apparently the Department of Education is revamping its procedures to allow greater monitoring of student progress.
DOE superintendent Jon Fernandez says last school SAT testing although completed early the result have been delayed by what was thought to be a procurement problem. "Since clarified that the reason why it was delayed was because we still needed final clearance from the US Department of Education on our consolidating grant funding which helps supports the cost associated with the SAT-10s," he said.
That approval wasn't received until May and procurement not started until June 1st Fernandez says the board members were concerned that this was an ongoing procurement challenge which he has clarified is not.
