A 55-year-old woman on probation is facing a felony drug charge after a traffic stop in Mangilao. According to a magistrate’s complaint filed in Superior Court, Roselyn Marie Quitugua Paulino—also known as Rosely Paulino Blas—was arrested Sunday afternoon after officers pulled over a pickup truck traveling along Route 4 without license plates.

Police say both the driver and Paulino, who was a passenger, appeared fidgety during the stop. After the driver consented to a search, officers found two glass pipes and a damp sunglasses case containing a sponge with burn marks—indicators of recent use.

Authorities conducted a field test, which returned a presumptive positive for suspected methamphetamine.

While the driver denied ownership, Paulino admitted the pipes belonged to her. She is now charged with possession of a schedule II controlled substance as a third-degree felony.
