Guam - Governor Eddie Calvo signed Bill 253 into public law last week. The measure repeals and reenacts Guam code relative to the exclusion of attorneys employed in the Department of Law who serve in the guard or reserve.
As we reported, it was earlier this year when Assistant Attorney General Jonathan Quan was being forced to choose between serving as a captain in the Guam Army National Guard and a prosecutor. His dual employment was against the law and was the subject of an ongoing ethics investigation. The measure was passed unanimously by lawmakers.
