Guam - Senator Michael San Nicolas is hoping to allay concerns the governor may have with his bill that appropriates $300,000 to Sanctuary. The bill was passed during session yesterday. The governor warned lawmakers that any appropriations bills will be met with a veto if it does not include a fiscal note. In a letter to the governor, Senator San Nicolas clarifies that Bill 315 was originally an amendment to Bill 244 which does have a fiscal note, in which BBMR projected a $1.5 million increase in withholding taxes. The Democrat senator is using this source to fund Sanctuary, which faces the potential closure of its emergency youth shelter and youth drug and alcohol treatment programs. The legislation was passed unanimously Tuesday.
